The PLAST toolkit was developed by a consortium coordinated by the University of Leeds with input from Deltares, IUCN and David Newby Associates (DNA). Led by Dr Costas Velis (University of Leeds), with main research and development provided by Dr Joshua W. Cottom (University of Leeds).

Development of the user interface was provided by DNA with graphical support from the Digital Education Service (University of Leeds). The wider development team included: University of Leeds: Ed Cook; Deltares: Joana Veiga, Robyn Gwee, Bastien Van Veen; IUCN: Dr Janaka de Silva, Maeve Nightingale, Hien Bui Thi Thu, Lynn Sorrentino, Joao Sousa.

The work was managed by a World Bank team comprised of Kate Philp, Anjali Acharya, Tao Wang, and Ikbal Alexander under the leadership and guidance of Mona Sur. Grzegorz Peszko and Suiko Yoshijima provided peer review. The study team would like to thank the representatives from national government departments, NGOs, academia and development partners who participated in the stakeholder consultation workshop, held virtually in February 2021, for their valuable insights and input to the PLAST Toolkit. The team is also grateful for the opportunity to present the updated PLAST toolkit to the ASEAN Working Group for Coastal and Marine Environment (AWGCME) in May 2023 and for the subsequent insights provided by the Focal Point of AWGCME, Thailand.

Funding for the PLAST Toolkit was provided by PROBLUE, an umbrella multi-donor trust fund, administered by the World Bank, that supports the sustainable and integrated development of marine and coastal resources in healthy oceans.
